Abstract: This paper registers that there is a strong relationship between the prevailing global discourse on Education for Sustainable Development and Democracy in Education. As such, in order for any nation to be seen to be having a relevant and quality education, its education system should be seen to be addressing the principles of democracy in a more direct and robust way. The role of education in advancing the global dream of sustainable development-which of late is also being marshalled by Environmental Education, cannot be overemphasized. However, the paper contends that unless we begin to democratize education to give learners a voice and a sense of being partners and key stakeholders in the process of educating and or advancing the state’s socio-economic and political aspirations, the objectives of having sustainable development will remain an absolute nightmare. Abstract: This paper draws on the dependency paradigm to explain the development of enclave tourism and its socio-economic impacts in the Okavango Delta, Botswana. Using both primary and secondary data source, the study indicates that international tourists, foreign safari companies and investors dominate the tourism industry in the Okavango Delta. The foreign domination and ownership of tourism facilities has led to the repatriation of tourism revenue, domination of management positions by expatriates, lower salaries for citizen workers, and a general failure by tourism to significantly contribute to rural poverty alleviation in the Okavango region. Tourism as a result has a minimal economic impact on rural development mainly because it has weak linkages with the domestic economy, particularly agriculture. Because of its nature, tourism in the Okavango Delta cannot be described as being sustainable from a socio-economic perspective. In order to address problems of enclave tourism development and promote more inclusive and beneficial tourism development in the Okavango, there is need to adopt policies and strategies that will ensure that substantial amounts of tourism revenue are retained in the Okavango and Botswana. These strategies should also ensure that tourism development in the Okavango Delta has strong linkages with the rest of the economy in Botswana. Abstract: This paper analyses Botswana's commitment to lifelong learning policy and discusses how it can help the state achieve its vision for sustainable development. First, it argues that while Botswana is renowned for its economic success, it still fails to address positively such traditional challenges as poverty, unemployment and income inequality, which are increasing disproportionately, especially among the youth and non-literate adults. These structural problems can be attributable partly to the low quality of education, which does not enable learners to reduce their risks and vulnerabilities. The paper outlines the concepts of lifelong learning and sustainable development and work from there to analyse the national education policy. It is acknowledged that the state made commendable progress in delivering basic, extension and continuing education since adopting lifelong learning in 1994. However, the delivery failed to use education to transform people's lives. The education itself failed to balance quantity with quality effectively to inculcate a culture of democracy. These issues need to be critically addressed because they invariably hamper Botswana's efforts to deliver quality education and attain its vision for sustainable development. Finally, the paper suggests that the education system should incorporate lifelong learning principles, effectively involve learners in decision making and teach for empowerment. Abstract: Environment and sustainability issues are contemporary in educational innovations in institutions of higher education particularly in their core business regarding teaching, research and community engagement. The introduction and implementation of the United Nations Decade of Education for Sustainable Development (UNDESD) (2005-2014) has added impetus to the contemporariness of environment and sustainability issues in education. This paper is based on the empirical data generated within a selection of University of Botswana departments and units to determine the extent to which sustainability issues and concerns are implemented. The paper provides the outcome of the audit exercise that indicated that some of the University of Botswana departments and units are not incorporating sustainability issues in their practices (be it in teaching, research, community engagement or management practices). Abstract: Since independence, the economy of Botswana has been undergoing a rapid transition from one in which the majority of the people depend on traditional agriculture and pastoralism to one in which formal sector employment predominates. This is partly reflected by rapid increase in vehicle population. Because of these changes, the country started to experience environmental problems. Unfortunately from the time of independence until late eighties, the level of environmental awareness in the country was very low, and therefore waste minimisation and reduction of environmental impact procedures were never in place. To date, many organisations in the country still seem not to be committed to reducing and disposing their wastes in environmentally friendly manner. The need to reconcile development with environmental concern, thus sustainable development, is vital. For the country to achieve that, an introduction of environmental impact assessment in Botswana is essential, and thus, the main thrust of the current investigation is to determine the level of concern about environmental problems posed by waste engine oil in various organisations in the country. Management of various organisations were interviewed on their methods of waste engine oil disposal. Abstract: The objective of this article is to assess the socio-cultural impacts of tourism development in the Okavango Delta, Botswana. This paper largely relied on the research work and reports by the author in the Okavango Delta from 1998 to 2004. In all instances, both primary and secondary data sources were used. However, much of the paper is based on the results of a survey carried out between April 2001 and July 2002. Findings indicate that tourism development in the Okavango Delta has both positive and negative socio-cultural impacts. Some of the positive socio-cultural impacts include income generation and employment opportunities from both community-based tourism projects and safari companies, infrastructure development such as airport and airstrips, tarred roads, hotels, lodges and camps, the improvement of social services such as banking, health, telecommunications and access to electricity. The negative socio-cultural impacts include enclave tourism, racism, relocation of traditional communities, breaking up of the traditional family structure, increase in crime, prostitution, the adoption of the Western safari style of dressing and a traditionally unacceptable ‘vulgar’ language by young people. This article argues that tourism needs to be sensitive to local cultural norms and beliefs for it to be accepted by local people and promote sustainable development. This is possible if all the stakeholders (government, operators and local people) collaborate in policy formulation, implementation and monitoring. Abstract: “Sustainable development” as a concept was popularised by a 1987 report of the United Nations World Commission on Environment and Development. The report defined sustainable development as “development that meets the needs of the present without compromising the ability of future generations to meet their own needs”. However, from this definition, we cannot ascertain the central intuition of the notion of sustainable development. Failure to do this makes it difficult to derive methods that can be used to formulate effective intervention policies that can enable nations to attain sustainable development. This paper briefly reviews various schools of thought in popular literature on the notion of sustainable development, exposes their weaknesses and develops a holistic notion of sustainable development based on the systems approach. Abstract: The advent of community-based natural resource management (CBNRM) in Botswana in the late 1980s ushered in a new paradigm in natural resource management. The strategy marked a change from state-controlled to community-controlled wildlife management. The expectation is that under community control, local expertise on biodiversity, termed in this paper as traditional ecological knowledge (TEK), plays a significant role that is supposedly facilitated through local institutions and traditional practices. This paper examines the incorporation of TEK in the CBNRM projects in KD 1, which is a controlled-hunting area (CHA) in the north-western part of the Kgalagadi North sub-district, Botswana and illustrates that the projects acknowledge and demonstrate the utility value of TEK in sustainable natural resource management. It concludes that TEK systems and institutions could serve as entry points into sustainable natural resource utilisation and management. This could be achieved through the exploration of cultural practices of the local people and integrating useful aspects into the modern natural resource management expertise. Abstract: This paper uses the concept of sustainable development to examine the utilisation of wildlife resources at Moremi Game Reserve (MGR) and Khwai community area (NG 18/19) in the Okavango Delta, Botswana. Using both secondary and primary data sources, results show that the establishment of MGR in 1963 led to the displacement of Khwai residents from their land; affected Basarwa’s hunting and gathering economy; marked the beginning of resource conflicts between Khwai residents and wildlife managers; and, led to the development of negative attitudes of Khwai residents towards wildlife conservation. Since the late 1980s, a predominately foreign owned tourism industry developed in and around MGR, however, Khwai residents derive insignificant benefits from it and hence resource conflicts increased. In an attempt to address problems of resource conflicts and promote sustainable wildlife utilisation, the Botswana Government adopted the Community-Based Natural Resource Management (CBNRM) programme, which started operating at Khwai village in 2000. The CBNRM programme promotes local participation in natural resource management and rural development through tourism. It is beginning to have benefits to Khwai residents such as income generation, employment opportunities and local participation in wildlife management. These benefits from CBNRM are thus having an impact in the development of positive attitudes of Khwai residents towards wildlife conservation and tourism development. This paper argues that if extended to MGR, CBNRM has the potential of minimising wildlife conflicts between Khwai residents and the wildlife-tourism sectors.
